How These Services Work Together – A Typical Newcastle Project

Most development projects follow a clear pathway. Here is how the services connect under DCP 2023.

Pre-Design

A preliminary arboricultural assessment identifies tree constraints before plans are finalised. TPZ and SRZ extents mapped against the proposed footprint, driveway and service runs. Adjusting at concept costs nothing. Redesigning after DA lodgement costs time and money.

DA Lodgement

An Arboricultural Impact Assessment (AIA) or property owner tree report is submitted with the Development Application or CDC. DCP 2023, Urban Forest Technical Manual Part A and Heritage Conservation Area requirements are addressed. TPZ and SRZ mapping is aligned directly to architectural drawings.

Tree Removal Decisions

Where trees cannot be retained, a removal report supports the permit application. Newcastle City Council applies a retention-first principle. Removal must be justified against genuine design alternatives.

Construction Stage

Once DA approval is issued, the Project Arborist oversees tree protection compliance. TPZ fencing, construction supervision at key stages and written certification for Council occupation certificate conditions.

Root Zone Conflicts

Where root impact on a structure or design cannot be determined from above ground, a root investigation provides the direct evidence needed for Council and design decisions.

Pruning During Construction

Where retained trees require pruning works within the TPZ, a pruning specification prepared to AS4373-2007 is required as part of the Tree Protection Plan. Works are carried out by a licensed contractor, we specify and certify.
