Yes, but the mechanism is often misunderstood, and accurate diagnosis requires investigation, not assumption.

How Roots Affect Structures

Roots rarely break through sound concrete directly. Damage occurs through two main mechanisms.

Physical displacement – roots exert pressure on paving, lightweight footings, garden walls and shallow drainage lines. Most common with large-canopy trees on older properties across Hamilton, Adamstown, New Lambton and Kotara.

Soil moisture change – in reactive clay soils, tree roots extract moisture causing soil shrinkage and subsidence. When rainfall follows a dry period, the soil swells. This shrink-swell cycle cracks slabs, footings and retaining walls, and is often misidentified as direct root damage. Most common across Newcastle's western suburbs where weathered shale and mudstone clays underlie many established residential blocks.

Trees Most Commonly Associated With Root Impacts in Newcastle

Large species including eucalypts, Brush Box, Moreton Bay Figs, Camphor Laurels and Poplars can have extensive root systems, but any vigorous tree may affect structures where soil conditions are favourable. Root systems in Newcastle's moderately reactive clay soils frequently extend well beyond the visible canopy.

What Happens When Development Encroaches Into a Root Zone?

Under AS4970-2009, encroachment into a tree's Tree Protection Zone (TPZ) is assessed using a three-tier framework. Newcastle City Council applies this framework under DCP 2023.

Minor Encroachment - Outside SRZ, Less Than 10% of TPZ

Major Encroachment - More Than 20% of TPZ, or Any Encroachment Into the SRZ

High risk. Design alternatives must be explored and documented. Root investigation is required to determine whether retention is feasible. SRZ encroachment is not routinely supported without direct root evidence.

Where encroachment cannot be avoided, arborist recommendations may include:

  • Pier and beam or screw pile footings to bridge over root zones
  • Non-destructive AirSpade excavation for services and footings
  • Design modifications to setback, footprint or driveway layout
  • Root path deflection barrier installation where root pruning cannot be avoided

If encroachment impacts are assessed as too great, redesign or tree removal with permit may be required.

Do I Need Approval to Cut Roots or Install a Root Barrier?

Yes, where roots belong to a protected tree under DCP 2023. Root pruning or root barrier installation can:

  • Affect tree structural stability if structural roots are cut within the SRZ
  • Impact long-term health through reduced water and nutrient uptake
  • Constitute works within the TPZ, requiring arborist assessment under AS4970-2009
  • Trigger DCP 2023 permit requirements where the tree is significant

A Level 5 arborist assessment confirms what can be safely carried out, specifies the correct method to AS4970-2009 and provides Council documentation where a permit is required.

Root pruning without proper assessment and documentation is one of the most common causes of tree failure on development sites, and one of the most common sources of Council enforcement action.

When Is a Root Investigation Required and What Does It Cover?

Root investigations are required where standard above-ground assessment cannot determine root impact or location with sufficient certainty for Council or design purposes.

Typical triggers:

  • Moderate or major TPZ encroachment requiring confirmation of root location
  • Any encroachment into the SRZ - direct root evidence required
  • Basement or footing excavation near retained trees
  • Services conflict with root systems including drainage, sewer and stormwater
  • Structural cracking in slabs, driveways, retaining walls or footings
  • Council requires direct root evidence as part of DA assessment
  • Suspected root-related moisture change in reactive clay soils
  • Insurance disputes requiring independent root damage evidence

What the investigation assesses:

  • Root depth and radial spread within the investigation zone
  • Structural root plate location and stability
  • Root interaction with existing foundations, services and proposed works
  • Soil conditions and their influence on root behaviour
  • Tree stability under existing and proposed site conditions
  • Whether the tree can be retained or whether removal is the appropriate outcome

Is a Tree Causing Cracks in My House or Foundation?

Possibly, but it must be confirmed through investigation, not assumed. The soil type under your property determines how significant tree root influence is likely to be.

Western Suburbs - Adamstown, New Lambton, Kotara, Lambton, Waratah, Rankin Park

Residual clay soils from weathered shale and mudstone, moderately to highly reactive. Moisture variation driven by tree root water uptake causes significant shrink-swell movement in these soils. Cracking in slabs and footings that appears to be direct root damage is frequently moisture-related. Eucalyptus and Brush Box root systems are the primary driver of structural complaints in this belt.

Inner City and Inner West - Cooks Hill, Hamilton, Mayfield, Islington, Newcastle East

Sandy loam and clay loam soils overlying Permian sedimentary rock. Moderate reactivity. Root systems on established ornamental trees including Moreton Bay Figs, Camphor Laurels and Brush Box spread laterally rather than deeply. Direct physical displacement of pavement, garden walls and shallow drainage lines is the most common complaint type in these suburbs.

Northern Growth Corridor - Fletcher, Maryland, Wallsend, Beresfield

Alluvial and colluvial soils, variable reactivity. Older established trees on subdivided lots frequently have root systems that extend well beyond the visible canopy, creating TPZ and SRZ conflicts with new footprints. Root investigation is commonly required during subdivision and multi-dwelling DA assessment in this corridor.

Coastal Suburbs - Stockton, Merewether, Bar Beach, Newcastle East

Sandy coastal soils with free drainage, lower moisture reactivity but root systems spread widely and laterally. Direct physical displacement of paving, driveways and lightweight structures from root pressure is more common here than moisture-related movement. Salt wind stress can also accelerate root system changes in coastal ti-tree and banksia species.

Wetland-Adjacent Sites - Shortland, Hexham, Warabrook, Tarro

Poorly drained alluvial flats with high water table. Root systems in these areas are shallower and more laterally extensive than in well-drained soils. Proximity to Biodiversity Conservation SEPP 2021 wetlands adds a native vegetation trigger. Any root investigation near these areas must consider both DCP 2023 and Native Vegetation Removal Permit obligations.

A Level 5 root investigation determines whether roots are directly displacing the structure, influencing soil moisture and driving shrink-swell movement, or incidental - present near the damage but not the primary cause. This distinction is critical for insurance claims, Council applications and remediation decisions.
